HP Pavilion Desktop 590 motherboard and hard drive failed after 3 years and were replaced under extended warranty. However the technicians did not reinstall the HP Utilities or the Optane memory. Intel advise that I should use HP Utilities to install the Optane drivers, but they are not available. How can I install original HP utilities on the new hard drive? Thanks in advance.

I would have thought the repair would have included using the HP Cloud Recovery tool

but if you do that, it should return it to the factory condition and all of the drivers would be installed.
That PC came with Windows 10, so it might need to be upgraded again after the Recovery Tool procedure to get Windows 11.

Thank you TheOldMan, Yes indeed, I would have thought that the repair should have included installation of all software as new, but the warranty technicians (Not HP, but contracted out by them) failed to install the Optane memory or the drivers. I could send it back to them, but that would mean yet another week for the repair, and a significant amount of time taken before and after to remove and re-install large databases etc. (I am cautious about my customer database being in the hands of an unknown third party, and unsure how GDPR applies.) The new hard drive was installed with Windows 10, and I installed Windows 11 before realising that there was no Optane drive. Hoping to save time I am considering doing the installation myself. I am hoping to find a link to the procedure for installing the HP Utilities, but no luck so far. Thanks again

Knowing that a third party tech did the work, then the HP Recovery tool probably was not used. I looked at the software downloads for that model but did not see the HP Utilities download.
It is listed in the Microsoft store

See if that will work
