Welcome to the HP Community.
Use of HP Smart is not mandatory - it is a nice application but it is not required that you use the application against your will.
HP Instant Ink is not a mandatory subscription - you do not have to subscribe to a service you do not want.
Full Feature Software / full driver printer software
You will need Internet to download and install the full driver printer software.
Once you have the software installed, the printer is not tied to Cloud services and it is certainly not tied to Instant Ink.
Printer Software
Check that the full driver printer software is installed in Control Panel > icon view > Programs and Features
The name of the software might vary slightly from one model of printer to another - normally, the printer software does contain some form of the printer model name.
Example
Programs_and_Features_Printer_Software_List_2
If the printer software is not installed in Control Panel > icon view > Programs and Features,
Install the full driver printer software.
If the printer software is already installed, you can certainly use it - scroll down to see the example of the Desktop icons.
Installing Software
Your printer supports using the Easy Start software wrapper to install the printer software.
Method - Use the Easy Start Wrapper to Install the Full Feature / Full Driver Software
For printers that support the option,
Use the Easy Start wrapper to install and configure the printer software.
- Home Page - HP Easy Start
- Open Category Software and Drivers
- Topic: Software-Utility
- Download-and-Save the current version of the Easy Start wrapper to install your print software
- If using USB: Disconnect the USB cable between the printer and computer before installing the software.
- Right-Click on the downloaded package and "Run as Administrator" to start the installation
- Select to install the “Full Driver” / “Full Feature Software”
- If using USB: Connect the cable when instructed to do so (near the end of the installation process).
- After the software is installed, Restart the computer and log in.
Notes >> Easy Start... The Journey
- Full Administrator Rights are required to complete the HP Software installation.
- About 2/3 of the way through the setup, you will be given the opportunity to select the software - select the "Full Driver" set (as opposed to the basic driver or other application).
- You can skip / ignore suggestion(s) that you add the HP Account – you’ll need the account at some point, for now, you can skip this suggestion (as many times as it insists it’s a good idea) during the full driver software installation.
- If you see it, you can skip / ignore suggestion(s) regarding Instant Ink subscription. Instant Ink subscription is NOT mandatory.
- Full driver includes print and scan functions supported by your printer and provides the printer features on which other applications / software might depend.
========================================================================
The full driver software installation places two icons on your Desktop - one for the Printer Assistant and one for HP Scan.

Install HP Easy Start only installs the app that forces membership and online connection.
i don't find: full driver printer software for the mac
next i search for: full driver printer software
and did not find for my model: DeskjJet 3762 or 3700 series

i found what i think you are referring to:
HP Smart for Desktop
for mac.
i had installed it as a second step yesterday but would force me to be online and login to a membership.
today i disconnected from the internet and tested it again. this time it did not behaved as yesterday and i was able to be offline.
so i think there is some cookie issue in the background making it behave as the EASY START app (that forces online and login).
thanks!!

You are welcome.
Glad it is sorted.
What about the "Driver" / software?
For years, HP referred to the full driver software as the Full Feature Software. Before that it was the Solution Center.
It's always been assumed that the company would eventually roll out a name change.
It did finally happen - and the confusion about having lost the software ensued.
The following is an "on the fly" attempt to describe the results of the name change and the convention used to install printer software.
There might be errors - "on the fly" means that the content is not choreographed or checked for errors.
==================================================================
At this writing, anything named "HP Smart" application is not the "full driver" software.
There are applications named HP Smart for Windows 10, for Mobile (iOS and Android), and for Mac OS.
There are full driver software packages for computers that run in most versions of Windows and for (at least a few) Mac OS systems.
Windows 10:
The "full driver" software is available in
Category Software and drivers for HP DeskJet 3762 All-in-One Printer
Sub-section Software-Utility
In the case of your printer, (at this writing) there are two driver packages, each named for the printer plus extra bits to identify the package. Additionally, a copy of the Easy Start Software wrapper is available.
Because Easy Start is a wrapper, there are options built into the package to allow the customer to select the application or software (when, that is, there is a choice).
Does using the "Print and Scan" package work as a means to directly install the driver?
Sometimes, yes - frequently, yes - not always yes.
Due to the occasional issues, I've stopped recommending the direct download and installation method for those printers that have moved to the "Easy Start" setup.

Mac OS
Different Animal. I cannot answer questions that involve any driver specific inquiries for Mac.
That said, HP Smart for Desktop is still the HP Smart application. It is not printer software.
For Application OR for Software:
There is NO membership required -- the HP Smart application does want you to log into the app using your HP Account credentials so the application works as expected.
Need Driver for Mac OS:
At the least, you'll have to tell us the version of Mac OS you want to install.

Call for an Assist
I have answered the original question for Windows driver and a worry about being forced to have an Instant Ink account.
New:
Customer wants to load software for an unknown version of Mac OS - software must be used "off line", that is, requiring no Internet. I believe the "no Internet" is literal, that is, no Cloud service required to load / run the software. I take this to mean the "full driver" but customer cannot load / find the software.
I have asked @VirSan to provide the version of Mac OS he / she / they want to install.
Assuming @VirSan gets back to us, can you help with the Mac driver installation bits?
Thanks in Advance.

Hey @Dragon-Fur, @VirSan!
For the Mac computer, I would generally suggest installing the HP Software using HP Easy Admin, HP Easy Start or HP Smart both requires internet access to install or operate the device:
https://support.hp.com/us-en/document/c06164609
Please give it a try and check this resource @VirSan, if any problem persists be sure to clarify your Mac OS version, you may press the Apple icon and then About This Mac to find out the exact version, also be sure to clarify how the printer is connected to the Mac, is it with a USB cable or any other connection option?
