- Somebody put a virus on my pc via an USB cable

A random man in the train asked if he could charge his phone via my pc, he said he had to call his mom and his phone was dying. I said it was OK , he seemed very happy. The next day I started my pc and he acted very strange, some buttens did not work anymore and some buttons disappeared. I restarted my laptop and there was the following messege "congratulations, you can have windows 11 for free, click here to download - 4GB ", ofcourse I realized it was fake and I realized the man from yesterday misleaded me :(. Now my pc has a virus. what can I do?

Hi:
The only suggestion I can offer would be to see if your notebook is supported by the HP cloud recovery tool.
You can use the HP cloud recovery tool and a 32 GB USB flash drive to create a bootable USB recovery drive that will reinstall Windows, the drivers and the software that originally came with your PC.

Welcome to our HP User Forum!
Many PC/computer (repair) stores provide free virus scans -at least here in the US. Or negotiate with them to scan/clean your laptop for a nominal fee.
