Operating System: Microsoft Windows 10 (32-bit)

the setup includes a date selector, so there is no chance that I am forrmatting the date wrong.  I can't get past this screen, so I can't set up the computer

I'm not sure which screen you are referring to? Perhaps a screenshot of the same would help!

And meanwhile, restart the device and also, let me know if you've reinstalled the OS or get back to me, if you've got any other questions.
