hp pavilion i3 power supply turns off, and all the fans turns off after 2 seconds, power button

HP pavilion CORE I3 TOWER
Microsoft Windows 7 (32-bit)

After i press the power button, all the fans turn on and after few seconds they just turn off. And no reaction if i press the power button again. But if i press power button for 10-15 seconds the same thing is repeating. I have taken out CMOS battery for 30 seconds, changed RAM slots, and changed RAMs as well. but there is no difference. Kindly help to understand this problem and solve this issue.

I appreciate your efforts to try and resolve the issue. As you've performed relevant troubleshooting steps and the issue persists this sounds like hardware related issue with the computer as it's not powering on.

Note: Disconnect all the connected devices from the computer including power cord and try to turn it back on after few hours sometimes this fixes the issue.
