I receive  zero error messages . Just a few sites will not fully function .. EX:  I can log into my lowes account but when I hit send payment  , it lags and halts . same with my insurance site , it won't open . My mobile phone account . the site will load but I can't log in .. it just sits there when I hit log in ..

Since this appears to be browser-independent, my guess is that it is the AV product installed.

 

Some new HP PCs come with McAfee -- if yours did, you will have to contact their support forum for assistance because that is probably blocking websites.

 

If yours does not have a third-party AV product, then it is Windows Defender doing this, and you need to go into Settings --> Update & Security, and look at the Windows Defender options and disable some of them. I don't know which ones specifically as I have it completely disabled on all my Win10 PCs because I got sick and tired of garbage like this!
