@Redscout , welcome back to the Community.

I suggest that you go to "Settings/Personalization/Start.  I looked, but can't find an option that would solve your problem.  Maybe you will see something that I missed.  I believe it must be a glitch with Win 10.  If you are using 20H2 it is very likely.  I have had nothing but problems with it.

Please click the Thumbs up + button if I have helped you and click Accept as Solution if your problem is solved.

I tried your sugestion. still no go. Same problem in an explorer window.  I hav to click on something in the pane that I want to scroll. It's like windows doesn't see where I am pointing.  Very big thanks anyway.

@Redscout

Once again, MS has "improved" the Settings by removing stuff that was genuinely useful!

To find this NOW, you have to go through this convoluted mess:

https://www.majorgeeks.com/content/page/how_to_activate_a_window_by_hovering_over_it_with_the_mouse....

But when you are done, you only have to HOVER the mouse over a window, not click on it.

Thank you for the info. Tried it. Works for apps but not for anything associated with windows Explorer including the start menu.  Thanks again!
