why is my game asking for Administrators Permission?

 

I am running Windows 10 Hp, 

I am trying to install Sims 1 and it worked , however when its done installing and i try to play the game , I get a error message saying I need to Administrator's Permission and it will not play , why is this ? I have fallowed all instructions on different web sites for help and still nothing ,when i go to change the security of the program it pops up many boxes that it cant be done because another program is using it. On that note i just purchased this pc yesterday and I cant figure it out,  Surely there is a Help measure for this. If any one can help me it would be a much appreciated and thank you ,
