Black square appearing randoming in browser

HP Elite 8000 [Serial Number Removed]
Microsoft Windows 10 (64-bit)

So i have had this computer for about a year and just recently (in the last month or so) These black squares will show up when i am on the internet, they move around the page as I scroll down. if i exit out of the page, this normally makes them go away for a while. but the keep coming back. i have a dual moniter set up where on is a regular monitor and the other is a drawing tablet. At first i thought it was just an issue with one specific monitor but moving the webpage from one monitor to another doesn't make them go away either. Only exiting ut of the page does it. i don't know whats wrong. I hope you can help me.

Try going to the Intel Graphics menu and set the display to Fix Scale
