Bought 2 x 4k Monitors and only one shows up in 4k and the other 1920 x 1080

HP Recommended
HP Z1 Entry Tower G5
Microsoft Windows 10 (64-bit)

This might be simple fix but not sure what to do. 

i have bought two 4k monitors ( samsung)  and only one show up in 4K and the other doesn't . only in 1920 x 1080.

i changed the hdmi cables as thought maybe they werent up to spec but both are supposedly 4K ready.   And i am told that the 

Graphics Card NVIDIA GeForce RTX 2060 should support both 4k monitors.  Any idea where i have gone wrong ?
