You will need to check a few things, but likely

Upgrade Video Card
to check with the manufacturer of the graphics card, the requirements and characteristics
dimensions of the graphics card, whether it can fit, whether enough space for ventilation
the power and pci connectors required, the power supply in place, is it correct..

According to NVIDIA GeForce RTX 3060 Specs | TechPowerUp GPU Database, the minimum power supply for an RTX 3060 with a TDP of 170 watt is listed at 450 watt.
Your Z1 Tower specs (HP Z1 Entry Tower G6 Specifications | HP® Customer Support) says, quote: "HP Z1 Entry Tower G6 can support a single discrete graphics card up to 300 W with a 550 W power supply."
So, a straight forward answer to your question is: YES you can install an RTX 3060. Please be advised that I agree with @Prométhée that you'll need to watch how well an RTX 3060 cools inside your chassis. You may have to upgrade your case cooling fan(s).
