My Cap Locks display kept annoying me for my computer. I found the answer! I have an HP Touchscreen from Walmart. The HP System Event utility was the culprit. I killed the process and it got rid of that annoying cap locks problem. I went and uninstalled the HP System Event Utility by clicking "Start", "All Apps", scrolled down to right click on the "HP System Event Utility", and "Uninstall". You're Welcome.
