Product: HP Z27n G2 Monitor
Operating System: Microsoft Windows 10 (64-bit)

I discovered that the Z27n G2 monitor must be set to the Power Performance mode before the USB downstream ports are active.  I have connected the monitor's USB C upstream port  to one of the ports on my USB C PCIe card installed in my desktop computer.  The downstream USBs connect up find when in Power Performance mode, and are completely inactive under Power Saver mode.

 

The monitor has been fully functional for about 48 hours since making this simple power adjustment from the monitor's front function buttons.
