What is your HP all-in-one 24-f0xx machine ? For example HP 24-f0047c, its specs

your machine should have same ports :
- Lock slot
- USB 2.0: 2
- LAN (Ethernet)
- DC power in
- Power LED
- USB 3.1: 2
- HDMI out
- Headphone/Microphone
- Disk activity LED
You can use HDMI port to connect to an external monitor using a good HDMI cable.

As suggested by @banhien you will need a good cable.
Sanity check:
Is the second monitor a large screen TV?
Is there a long run?
Does the cable go through several adapters such as feed-through, right angle or through an HDMI switch?
If so, you may need an "active hdmi cable"
You should also check the windows device manager and expand "Monitors". If you see "pnp generic display" listed in addition to your AIO monitor then your system sees the monitor but the monitor cannot display the video as the signal is weak.

Lemme offer a guess:
The OP is plugging a cable into the HDMI port. He/She/shim is trying to feed a signal INTO an OUT port....?
