I'm facing the issue, I'm also running 13" MBP 2017 Core i7 with OSX Mojave and I'm no longer able to display anything via USB-C port on HP ENVY 34 monitor. I thought it was a cable issue so I have purchased a thunderbolt 3 cable but it doesn't help. I'm looking forward for HP team to solve this issue as soon as possible.

The only thing I can think of monitor related that woudl afeect this is the power setting.
Hopefully the Envy 34 has the same menu structure as mine.
 
Set the monitor "Power Mode" to "Performance"
  1. Open the Main-Menu of the monitor OSD.
  2. Select "Power Control" in the Main-Menu.
  3. Select "Power Mode" in the "Power Control" menu.
  4. Enable "Performance" mode.

If it accidentally got set to power saver the USB-C video will be disabled.
