I am using the facial recognition for log in- I do not have to open the camera for this to function.

If I point the camera at the wall it won't find me - however rotating the camera to my position the light flashes and the computer opens.

I am concerned that the camera is always "on" - is anyone else run into this problem?

Welcome to the HP Support Community. Thanks for bringing this to our notice.

 

Please note that HP systems go with a camera shutter, you may use it to cover the camera on it when not in use.

Hi Nirvana_95

yes I am aware of the camera shutter. The shutter functions meaning it opens and closes. 
My issue stems from the fact that I do NOT have to OPEN the shutter to log in with facial recognition. 
I think there’s something wrong with the camera if I do not have to open it to get it to recognize me. 
Wanted to know if this is a known issue and is there a fix out there for this?

Do not worry, that won't affect your system as Windows is designed in such a way that it will try to detect the face when you try to power ON or login to your system.

Your camera works fine without any issues.
