Microsoft Windows 8.1 (64-bit)

My PC has been on the shelf the last year. Took it out to retrieve some data. I plugged it in, connected to monitor via HDMI and powered on. Power is good - all fans (including video card fan) and lights are functioning. Keyboard and mouse light up. Just no display at all. "No signal". Tried connecting to TV and same thing. I've cleaned/dusted inside and outside of PC. Unplugged and reseated RAM sticks, video card, CMOS battery . . . Still same - no video input signal being received by either monitor or TV.  Is there anything else I can check/do before replacing video card or other?

@RALVE If you've done all the steps you've mentioned so far, it's clearly a hardware issue with the graphics card or the PCIe slot, I suggest you check with a local tech store to see if an alternate spare GPU works on the same slot, as the product was released some time in 2012 and the warranty may no longer cover the repairs, that said, you may order the replacement parts on the HP Parts Store, If you've already looked for it and couldn't find it on the HP Parts Store, you may want to get it locally at the online store such as Amazon or eBay, etc...as the part numbers are universal.
