Hp25mx - is that a full pixel defect?

Microsoft Windows 10 (64-bit)

Today I noticed a bright dot on my desktop screen. I wonder if it's what HP pixel policy describes as "full pixel defect"? It's really annoying, but I'd like to be sure before I sent my monitor on guarantee.
