When you say the monitor will not turn on, do you mean it won't power up? There is usually an LED or lighted button of some kind that lights up when the monitor is getting power. If that is dark, and the monitor will not even power up, try the power cord for the monitor in a different wall socket -- one you know works by plugging something else into it, like a light.
