This is a "heads up" about a mouse & keyboard latency problem.  Also mentioned will be a display & CPU problem.  Brand new System.

 

(1) Out of the box I noticed I had an intermittent latency problem with mouse & keyboard.  Upon examination, I noticed it occurred when my display background picture changed.  It correlated 100% with it.  The picture was set to changed every minute.  Easy solution - go to "personalize" and set "change picture every" to "one day".  This fixed the problem.

 

(2)  This is a display problem but not an issues with users.  While troubleshooting the latency problem, I had 3 windows open on my screen:  (a) Devices & Printers, (2) Monitor properties and (3) Task Manager.  Whenever the background picture changed, the "Monitor Properties" & "Task Manager" windows would flicker.  The "Devices & Printer" window would be unchanged.   Obviously a  problem with graphics card firmware.

 

(3) Occasionally  (well less than 1Hz),  I observed the "hourglass" symbol on my screen when I basically was doing nothing.  I saw it occur when I was (1) looking at a YouTube video, (2) looking at a screen figuring out which YouTube video I would be watching next & (3) viewing a word document.  This issue went away once I changed the update rate of the background pictures.  

(4) I also noted an occurrence of "% Disk Utilization" of over 80% when the background picture changed.  Saw this only once.  Don't know if this is an issue.

 

I have made a video of (3) & (4) occurring.

Let us work the display flickering issue first. Here's what you need to do, to identify the issue and resolve it accordingly:

  • If not done already, check if it works fine on the BIOS screen to identify if it's either a hardware or a software issue:
    • If it works fine on the BIOS (Accessed while tapping F10 during a restart) it's a software issue & I suggest attaching an alternate monitor to your device and creating a new user account to check if that works better, for starters)
    • However, if it doesn't work within the BIOS either, I'm afraid it's a hardware malfunction.

While you respond to that, I have a few more steps that should help: 

Perform a power reset (no data loss) using these steps: Click here, proceed to next step if this works

Attempt to run a test from the HP hardware diagnostic tool, using this link: Click here for details.

 

If the issue appears on the diagnostics, it could again, determine a hardware failure,

If they don't appear on bios & the hardware tests passed: please update the BIOS & Chip-set drivers from the HP website using this link: Click here

 

if the issue persists, reinstall windows using the recovery partition or the recovery media to fix the issue,

Before proceeding, I tried to recreate the problem (easy to do because I had made a video of it).  I cold not repeat the problem.  Reviewing Windows up dates - latest was 7/26.  What's changed? - I changed the folder that was used for the pictures.  The original one used was a folder on my old computer.  It contained a subset (7) of the pics  i am now using.  On the original boot-up of the computer (1st time ever), MS used the pics from the old computer (also 2Hz update which is not available) for me now (1Hz is the best I can do).  Don't know if this corrected the problem or something else.

 

Also tried adding a microphone but ended deleting it.

 

As far as I am concerned, the problems went away.  Thanks for help
