Thank you for posting your query, I will be glad to help you.
I see that you are getting flashing white circles and erratic mouse all over screen on your HP laptop.
I suggest that you follow the steps listed below to test the touchscreen:
1. Hold the power button for at least five seconds to turn off the computer.
2. Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
3. In the main menu, click Component Tests.
4. The Component Tests menu displays.
5. Select Touch Screen Test.
Note: If you get the message "This test is currently not available in the Windows version of the hardware diagnostics" then install the latest version of the HP PC Hardware Diagnostics from this link: https://support.hp.com/in-en/help/hp-pc-hardware-diagnostics
6. To run the test, click Touch Screen, and then click Run once.
