This means the monitor is not getting a video signal. This is most likely either the video cable or the video chip.
You would have to swap in a different cable to check that. But if the same issue remains with a known working cable, then the video chip had gone out.
If it is built into the motherboard, it is not replaceable and changing out the motherboard is both very difficult and very expensive.
If it is an add-on card, the you would have to buy a new card to replace the one that has failed.
