My Desktop has locked up

HP Recommended
HP Omen PC 880
Microsoft Windows 10 (64-bit)

I cannot personalize my desktop at all. All the thumbnails are locked in place and if I try to move them they revert back to their original place on the left side of the screen. I cannot also use any sort of screensaver or power saver, my screen will always be on the desktop and my computer has to be manually shut down.
