starts up but there are spots…

If it is under warranty contact the reseller, or HP
If not, try with another computer, it will probably be the same, it must be repaired, or replaced
if necessary replace the video cable, to check

on the HP website it says that in case of breakage of the LCD screen (liquid crystal) the warranty is not active since the damage was caused by the customer…..

What do you use in your answers the display, is not normal for me?

"it says that in case of breakage "

So are you still under warranty or not?
It says that .. but then, did you break your screen or not?
I can't tell you anything more, if your screen is down, it's not your fault, something must be done, if you don't try, you will pay for fear of asking hp for the supported ?

Me, I can not repair it, it is obviously material;
I'm sorry, but either you contact HP, or the seller, or you have to go see a specialist, and pay to have it fixed!
