when i start my hp all-in-one 24 f0xx anyway to get rid of the screen that opens and ask if i like the picture

Welcome to the HP Support Community. 

To change the Background settings in the Lock Screen from Spotlight to picture, try these steps - 

1) In the search box, type and open Lock Screen Settings

2) In the Background section, change the option from "Windows Spotlight" to "Picture" in the drop down list.
