Screen flickering

My computer screen is flickering. Every couple of seconds the screen will stop flickering and when it stops flickering it turns a green and pink color. When it turns this color any movement is kept on screen until the screen resumes flickering. For example, when I am typing and the screen freezes the letters of the word I am typing turn green, and a faint pink version of my cursor will remain where it was in the word until the screen starts flickering again. At this point, my word will turn back to its original color, and the shadow cursor will disappear. Another example is if I am playing a videogame like BTD 6, when the computer freeze I will continue to pop balloons and I can see it happening but they will remain on screen until the screen starts flickering again.  Finally, when I fully close a browser and go to my desktop, the browser doesn't close if my screen is frozen. Instead, it becomes translucent and only vanishes when my screen starts flickering again. I have googled many how to fix screen flickering and I have tried multiple recommended solutions to no avail.
