Welcome to HP Community

I have gone through your Post and would like to help

Could you be more specific on what exactly you are trying to do?

Are you trying to charge the Notebook using the USB Hub or are you just trying to connect devices to your Notebook through the USB hub?

Keep me posted

You cannot charge the Notebook through the USB Type- C. You can connect devices to the Notebook's USB Type-C  like Phone and Smart watches and charge them

The USB Type-C will only work as a display port if it's a Thunderbolt port. You will see a thunderbolt symbol on the USB Type-C port on the Notebook

If you do not have the Thunderbolt USB Type-C port on the Notebook, then connecting an external monitor will no work

Please Note that the USB Hub in question is described to be used with MAC computers and that is because by default most MAC have Thunderbolt ports

Thank you
