Touchscreen not working because Unknown USB Device (Device Descriptor Request Failed)

HP Recommended
Microsoft Windows 10 (64-bit)

Touchscreen not working for a couple of months. I've tracked it down to a problem with a USB that controls the Touchscreen. I've uninstallled the USB device in device manager. And then scanned for hardware changes but it still comes back as Unknown USB Device (Device Descriptor Request Failed).

I have run through the entire virtual assistant support and nothing has worked. Does anyone know of another trick to get the Unknown USB Device (Device Descriptor Request Failed) working again?
