Using Samsung TV as a monitor screen size is larger than the TV

Using samsung tv as a monitor.

Screen size is larger than the TV so Start & Browser taskbars are not fully onscreen, only see half of them.

 changing display properties and magnification did not fix.

Runs fine on a HP ENVY with the same graphics adapter.

How can this be adjusted?

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

Set the Resolution slider to match the default resolution of your TV.

• For LED and LCD displays, refer to the box, user guide, or product specifications to find the native display resolution.
• For older CRT monitors (the viewing area is a large glass tube) the display resolution can be set to whatever looks best - a good resolution for CRTs is 1024 x 768 or higher.
