HP Recommended

This is not an HP, but I do have 2 HP Laptops that currently do not have this problem, But my desktop that I built Myself a year ago is having this same exact problem, and it just started 2 weeks ago, all drivers are up to date and everything is current. this all started after i installed 3D pipes but i deleted them and still having problem, i will continue to work on this, but we all need an answer as to why this is happening, or some sort of sign that you are looking for an answer. Thank you
