When closing Streaming Video app screen goes to white static and the only way to recover is to hard

HP EliteOne 1000
Microsoft Windows 10 (64-bit)

All updates have been done for HP and MS.  After 5 hours of tech support, HP said to call MS.  This issue happened when I first received the machine in 2018 and was resolved by  an HP tech.  After 2 tech calls and 2 techs, no resolution.
