You may be able to do the replacement yourself or have ifixit or similar service.

https://www.ifixit.com/Guide/HP+Envy+23-d060qd+TouchSmart+Display+Assembly+Replacement/52212

also https://www.google.com/search?q=Envy23+HP+replace+screen

Once disassembled you can get the part # off the display and find a replacement.

If an HP part number then find it here https://partsurfer.hp.com/partsurfer/ or here https://parts.hp.com/hppartsIGSO/Part_Resellers.aspx

if  a samsung or lg part numbed then try here (for example)

https://www.aliexpress.com/w/wholesale-hp-envy-23-touch.html

[edit] Before doing anything, I recommend you enable remote desktop on your pc in the event the monitor blanks out completely.  Your system will work with an external monitor like a TV set but remote access allow you to log in using another pc (or smartphone) and configure the system when the monitor is not displaying anything.  You might want to use "netplwiz" to configure for auto-login until you get the replacement screen.
