pavilion 23-g116
Microsoft Windows 10 (64-bit)

I have a hp pavilion 23-g116 All-in-one (USB Ports), I want to use it as a duel screen with my Envy x360 laptop (has an HDMI Port).

Connecting wirelessly is slow and the mouse skips all over the screen. 

The All-in-One only has USM ports. I purchased a converter and turned one USB port into an HDMI port.

When I connect the two computers with the HDMI cable nothing happens. The only option is still wireless.

Can you give me steps on how to connect them via a wire? Thank you in advance.

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  
To get the answer to this question, it's not possible to mirror the computer display via a laptop screen. In other words, you cannot connect two computers to set up a dual-screen all you need a stand-alone monitor.
