My bluetooth drivers were not working, so I tried to download them based on my serial number and I can't get them to work.

Depending on your serial number (??) You have either a Broadcom or a Realtek Bluetooth driver as two of them are shown for your 27-a010 (Touch).  You may have installed the wrong driver or Bluetooth may have been inadvertently disabled.

 

What does the device manager show for the Bluetooth device?   Expand either "Bluetooth"  or "Network Adapters" and look for the name Broadcom or Realtek.

 

If there is a red or yellow ? or a !  then something is wrong and deleting the driver can often fix the problem.

 

There is also the possibility that the device is disabled in bios but that is a guess as I do not have an HP AIO so cannot check to see if the bios shows that device.  When looking in your bios setup, what version is reported?

 

Before downloading and trying the "other" driver use the uninstall to remove the existing driver and also select the option to remove from the disk drive.

After uninstalling immediately do the "scan for new hardware" and see if that fixes the problem.
