I have a 3P0D9S0 desktop that i Just hooked up and it keeps timing to in Chrome any ideas

I have a 3P0D9S0 that I bought a few years back but never started, now i have and it does not prefom well. I keeps timing out in Chrome. The phone company came out and checked all the lines and the seem to be working as designed. I just want this thing to work.
