My laptop says my internet is blocked and it want allow me to unblock it its because I downloaded a anti virus app by accident

It sounds like your anti-virus app is actually a virus itself. Try uninstalling and removing that app and see what happens. People who are getting creative in disguising a virus now. If that does not fix your problem then contact you internet provider to see if they blocked you for some reason.
