Mouse and keyboard not working

Microsoft Windows 10 (64-bit)

Why doesn’t the key board and mouse work?  My client took the original computer back and got a new one. It still doesn’t work. Batteries are installed. I’ve never had a problem getting a new computer up and going. But this mouse and keyboard won’t work. On the second new computer!  WiFi works fine. So frustrating!  WTH is up?  Shouldn’t be this way.

The mouse and keyboard on a new r24 2014 do not work. Only the touch keyboard on the screen.
