I use to be able to scan from my HP8740 printer to my PC but now it isnt working. I can still print from my computer. I am searching for my printer using the HP Smart app but after searching it says that no printers have been found. My PC is connected to my WiFi and my printer says that it is connected to the same WiFi. Why cant my PC HP Smart App find my printer

I see that you are not able to scan using the HP Smart app.
Kindly follow the steps mentioned in this document - 'Scanning is Currently Unavailable' displays in the HP Smart app (Windows, Mac)
Alternatively, as a workaround, you may download and use the HP Scan and Capture app from Microsoft Store to scan.
