I used to have a desktop in which I had ping spikes for a long time until I updated my Realtek driver from hp support assistant, now on a new computer I've had ping spikes ever since I got it, I don't know what to do and have tried updating my driver, turning off location tracking, disabling searching for new networks, and nothing has worked.

To use PING, you need a working Internet connection. So, if you have done what you say, then the problem is "elsewhere".
Note that PING only gives end-to-end sockets, e.g., how many hours to drive from Saskatoon to Winnipeg, including the return trip? PING does not tell you which highways are "slow" (congestion, traffic accident).
When driving your vehicle, you must choose SK-16, or SK-11 and Highway 1, or SK-11 and MB-2.
Fortunately, the Internet makes the driving decisions for you, by its routers knowing the "best" path for your Internet Packets.
Add the use of the Windows TRACERT command-line utility, to show you the "path" from your computer to the remote computer (game-server?) It will also show the delay on every "hop" between two routers.
Are you trying to connect to a game-server computer in a different country? Sometimes, there are only a few "links" that cross an international border, e.g., Seattle/Vancouver, or Winnipeg/Chicago.
Such links carry many Gigabytes per second. Your traffic competes with all the other traffic.
It would be helpful if you used TRACERT to show the path/delays between your computer and the game-server, and posted the output here.
