My settings say I an connected to internet and secure but I can not log onto any site.  I tried hard wiring to the modem and still the same problem.  Any one else have a failure like this and is it fixable?

That applies only to the connection between your computer and your modem.

 

Check that the cable going "out" from your modem, to the wall-socket, is tight at both ends.

 

Check the cable from your house to the nearest telephone-pole.  Is it OK? Is a tree branch leaning on it? 

 

Is there any forest-fire in your region, that could be affecting Internet for everybody on your street?

 

What response do you get, when you talk to your Internet Service Provider about any "outages" ?
