Bios never run - keyboard, Mouse and monitor not responding - HPE-210y

The other day, after returning home from work, I attempted to start my PC.

 

The PC light comes on in front, power light also on.  The green light on powers supply is steady adn there is a green light on the motherboard.

 

All fans are running.  Though, not really making much sound.

 

I am trying to determine what the problem could be.

 

Also, in the same room, plugged in a different power surge protector, my printer would not work or shutdown, I had to pull the plug and plug it back in.  It works fine now (wireless).

 

I thought it may be power supply or motherboard.  Any ideas?  All help is greatly appreciated.  I unplugged all external hard drives, etc.  and pulled the hard drive, and then tried to use a meter to see the output to the motherboard from the power supply.

I think this was just a glitch. If it only happened once, I wouldn't worry too much about it.

Actually - I forgot to list that I needed to pull a memory card and leave it out and I replaced the power supply.

 

That said - it has happened again!!!!
