After reinstalling Windows 7 on a new SSD, every time that I shutdown this HP Pavilion p7-1154 desktop PC the blue light and fans on the tower stay on. I do not get any error messages. I have no missing drivers according to the device manager. I have installed all the drivers from the HP website and all the Windows updates. I already tested unplugging all the connected peripherals. The problem still occurs without any peripherals connected.
The only way to fully shutdown the computer is by pressing and holding the power button. I have uploaded a video here to demostrate the problem. I have searched for a solution to this problem on Google and on this forum. I have tried almost everything. I am desperate for help. Does anyone know why this is happening and how to fix it?

Thank you for the updated information. There is always a chance that if you use the HP Support Assistant, HP PCs - Using HP Support Assistant (Windows 10, 8, 7), it may find drivers or BIOS updates that are not listed on the computer's support pages.
