Fan making an extra loud noise, no display on the monitor and the fans on top of the ram run and stp

HP Workstation z800
Microsoft Windows 7 (32-bit)

I recently tried starting up my workstation, the fans are making a very loud noise, there is no display on the monitor and the fans situated above the ram start up and stop after a second.

I tried removing all the graphics cards one by one but still have no luck.

after pulling out the power fron the unit, i get four red beeps, any idea what this could be or mean ?

hard to say exactly. 

 

 

The service manual ( http://h20628.www2.hp.com/km-ext/kmcsdirect/emr_na-c01715080-8.pdf ) has a list of beeps and causes on page 244 and down... it looks like the power supply might the actual problem here
