Fatal Error C0190003

My HP is Pavilion dv4

Yesterday, it told me to restart and I did.

It was "configuring updating windows" to 15% and froze for 2 hours.

I cannot click anything or move my mouse, so I turned the computer of even though it said "Do not turn off your computer"

When I turn it back on to the "Starting Windows" screen, the computer tells me this:

"Fatal error C0190003 applying updating operation 2895 of 10##### (iprtrmgr.dll)"

I tried to repair, restore, recovery and any boot system that I know.

But all of those things aren't fully run.

I downloaded the "Window 7 32-bit iso" recovery CD, but it seems useless to my problem

Can you please help me ... I would be really grateful !!!
