HP 500B Microtower H-IG41-uATX
Microsoft Windows 7 (32-bit)

After an unsuccessful operation for flashing the BIOS of the computer, now when you turn on the black screen and the BIOS displays 3 long beeps. Tell me how now it is possible to restore the working capacity of the BIOS and the entire computer?

As this model has a very storied OS, from XP to WIN 10 32bit.

 It is very important that you mention the original OS.  

I found a CNET review of the business class unit with WIN 7.

Where did you get this BIOS.  HP BIOS is not the same as the manufacturer BIOS.  Attempting a non HP BIOS will severely damage the unit, and HP would not help you.

Initially, this computer was preinstalled with MS Windows 7 Pro x32 bit (OEM).
On the motherboard there is a designation: H-IG41-uATX Rev.1.1

To fix the problem with the PXE bootloader, I wanted to flash the new BIOS:

From under the loaded Windows 7 pro, I ran the sp62679.exe file, confirmed the BIOS BIOS start, and in this moment inadvertently completed Windows 7 with the forced shutdown of all applications.null

The BIOS updates appear to be correct, based on your excellent links. 

Did you burn the BIOS update to a CD, or were you running from the download folder?

From another computer, burn it to CD. Then take it to the affected 500B, and boot from the CD,

1. I started the updates right from the folder where they downloaded under Windows 7.

2. I can not boot from any device, because when the computer is turned on, there is no activity - the screen is black, the hard disk bulb does not blink, and the computer after a while starts to cycle 3 consecutive long signals.
