HP Envy 23 attempts to boot-up, states error message, attempts to fix but the desktop never appears

My sons PC is having issues.. when he restarts the PC, it takes quite a while before it indicates that there is a system problem that it is attempting to repair. The screen then goes black and the desktop never appears. No additional error messages are received.
