HP Pavilion Media Center n7680 stuck in reboot cycle (black screen)

My computer is stuck  in this cycle: goes to the "Windows did not start sucessfully..." screen then goes to the Windows XP splash screen, then to the HP screen and keeps on repeating this process.

Will your PC boot up into safe mode (F8 at the HP blue screen)?

no, when safe mode is selected after pressing f8, loop restarts and continues

Try flicking your power on button a few times in case it is stuck.
