I am having this same problem. It happened this morning. I have researched and tried many thing and nothing works. I have no restore points to go to so i am just stuck now. Were you able to find any solution?

F8, Esc, system recovery then system restore. Choose a restore point prior to the date you experienced the issue and this should fix the problem. This worked for me.

It seems to me it was due to an automatic Windows update but I can't be certain.
