Microsoft Windows 10 (64-bit)

I have a HP 4g Desktop 185110.  limited storage space .  Age 84.  Just pastime for me.  don't need to buy new computer I can't use, for lack of computer knowledge.  Is there a way to clean files it without paying a big price?  Programs scam me by downloading programs that jjust switch me remotely to more pricey program to finish task.  I can't uninstall the program that I disconnected from  Will a recovery disk work?

Free is good.

From the Windows 10 "start" menu, find "Accessories". In there, you'll find a "Cleanup" utility, by Microsoft, to delete non-necessary files.

Such a disk is best used when your Windows system is a complete "mess", and you want to restore Windows to the way it was on the day that you first started using the computer.  This "recovery" may delete all your personal files -- you probably do *NOT* want that!   So, you probably do *NOT* want to use a "recovery disk".
