I could not understand you post clearly. You have mentioned a few troubleshooting steps in your post. Have you already attempted those steps?
Have you run the hardware diagnostics on the computer?

- You may try to repair the Windows operating system before reinstalling ti completely. Please refer to this link to know how to perform a Windows refresh.
NOTE: Though this link provides steps for Win8, the steps will work for Win10 too.
